Residency-by-investment programmes are growing in demand amongst high-net-worth-individuals (HNWIs), entrepreneurs and families. The wealth of flexibility, enhanced mobility, optionality and lifestyle benefits are clear incentives for ever-increasing numbers of individuals, with the most popular attracting over 10,000 new approvals each year according to the IMF.
And there is one such programme which is emerging as a front-runner: Portugal’s Golden Visa. The World Digital Foundation has not only labelled the country as a ‘premier destination for global relocation’ but also conducted research revealing the Golden Visa programme delivered on average six times the return on investment.
Uniquely placed to enable European mobility alongside legal certainty, investment flexibility and the opportunity to separate residency from tax status, it is little wonder that all eyes are on Portugal.
A gateway to Europe – without having to relocate
The Golden Visa programme provides individuals with residency rights within an EU member state, alongside mobility options throughout the 29 countries collectively known as the Schengen Area. Crucially, the current minimal physical presence rules of seven days per year spent within Portugal mean applicants can maintain their existing businesses and lifestyles.
For those seeking a Plan B, the Golden Visa can (subject to the applicant meeting all legal requirements and Government approval) act as a step towards permanent residency or citizenship, empowering them with the option of relocation as and when this becomes a desirable option for them. Others may never make the move, continuing to reside within their home country, whilst benefiting from the myriad of advantages which result from residency-by-investment.
Either way, the minimal commitment level required makes Portugal particularly attractive to entrepreneurs and HNWIs seeking international mobility – not just for themselves, but often for family members too, given eligible dependents can typically be included within a single application. The resulting access to education, healthcare and long-term residency benefits certainly proves advantageous for those considering not only their future, but their family’s also.
Access to the European framework
A key outcome of Portuguese residency is the access it grants to the entire EU ecosystem – one of the world’s largest economic blocs. With freedom of movement across the Schengen Area, investors and entrepreneurs benefit from enhanced travel opportunities, effectively simplifying cross-border business activities. Ideally situated for easy access to valuable marketplaces, Portugal is increasingly acting as a strategic base connecting Europe, North America, Africa and the Middle East.
This is all set against the wider context of reduced geopolitical concentration risk and the access provided to high-quality European education, healthcare, professional networks and capital markets. Ultimately, a picture emerges of a country where HNWIs can further their professional and personal objectives without a permanent or immediate relocation.
Put simply, the Golden Visa does not just offer the chance to gain regional access, it enables integration into a broader European legal and economic framework.
Tax choice, not tax compulsion
A key advantage of the Golden Visa programme is that it does not automatically create Portuguese tax residency, which is determined separately according to tax laws and individual circumstances. This differs from other similar schemes such as the EB-5 in the US, where permanent residency impacts tax status and worldwide reporting obligations. This ability to separate immigration status from tax residence is a major advantage, adding further value to the programme for HNWIs and entrepreneurs.
For those who do choose to change their tax residency, Portugal offers the IFICI incentive – sometimes known as NHR2.0 – a 20% rate on certain income for eligible individuals, and a network of double-tax treaties in place to prevent the same income from being taxed twice. In doing so, Portugal has positioned itself as an alluring choice for those seeking broader cross-border wealth and strengthened business strategies.
Investment flexibility and regulatory quality
The evolution of the Golden Visa programme has seen what began as a scheme focused around property transform into one which promotes regulated investment funds, entrepreneurship, research and cultural contributions.
Portugal News reports that around 95% of applicants now choose the regulated investment fund route, with qualifying applicants committing at least €500,000. The shift has coincided with growing interest in professionally managed, regulated investment structures, although it also reflects the removal of real estate as a qualifying investment route in 2023.
Given the strong investor protections associated with the mature EU legal framework, there is a strong alignment between the programme and those individuals with sophisticated wealth management strategies.
A residency-by-investment programme built for sophisticated investors
Portugal’s Golden Visa programme stands out for the value it delivers. Investors see the value in easy access to European markets, tax flexibility, legal and regulatory certainty, and the strategic optionality it provides. These advantages all illustrate why it is consistently seen as one of the strongest, most attractive options available for entrepreneurs and HNWIs seeking to broaden their horizons through a residency-by-investment programme.
