One in seven people in Portugal is now born overseas, highlighting a growing shift that could shape the future of work across Europe.
Portugal is quietly becoming one of Europe’s most important workforce pressure test areas, revealing how migrations, ageing populations, talent, and cross-border hiring are reshaping employment across the continent.
According to analysis by Agility EOR, the data show that the foreign-born share of Portugal’s population has reached around one in seven people, with immigration now a key driver of labour supply in the country.
At the same time, Portugal is facing demographic and economic pressures, with the Organisation for Economic Co-operation and Development (OECD) warning that its labour shortages, coupled with an ageing population and affordable housing, are adding to the risks of long-term growth.
What’s significant is the scale of the transformation, with around 1.1 million foreign workers now contributing to Portugal’s system, accounting for around one in five taxpayers, adding around €4.1 billion annually. Its foreign-born population has doubled in just over a decade, while international migration is increasingly supporting sectors like construction, healthcare, hospitality, and technology, where labour shortages have been noticeable.
Agility EOR has seen a dramatic increase in enquiries related to hiring in Portugal over the past 12 months, reflecting growing international demand for access to Portuguese talent.
